Can I remove certain features such as "Remove Hero" or "Steal from enemies"?

Most features in the OHRRPGCE are optional. You can leave them out of your game simply by not using them.
Adding and removing heroes is entirely up to the discretion of the game author. If you don't want to remove heroes, you don't have to remove heroes.
Stealing is also completely optional. If you do not want to use stealing in your game, do not give any of your heroes any attacks that are capable of stealing items.
