I accidentally wrote over the plotscr.hsd file. Is there any place where I can download only the plotscr.hsd file?

Not really.

The easiest thing to do is download the ZIP file distribution from http://HamsterRepublic.com/dl/ohrrpgce.zip and extract just the plotscr.hsd file
