GraphicsGale

GraphicsGale is a pixel-art editor for Windows, available in English and Japanese. There is a freeware version for pixel-art, and a shareware version that adds icon and cursor saving features (which don't matter if you are using it for the OHRRPGCE).
The old 1.93 version installs on Windows 98 with KernelEx only, but runs fine without it.
